The Plan

The original Scope of Work for the Area 17 Watershed Management Plan provided for a two phase approach. 

 

1.  Establish and conduct organizational and process requirements, formulate and

      articulate goals  and issues, develop informational and analytical basis.

2.  Prepare plan, develop and initiate implementation strategy:00

     # Generate and prioritize implementation projects

     # Continue analytical, evaluative, and inclusion processes developed and started in the first phase

 

As work on the first phase tasks progressed toward completion, it became evident that the vast volume of information collected about the watershed would not readily lend itself to a traditional report and plan format.  A traditional paper document would not allow for the preparation and presentation of all of the data sets, graphics, maps and information because it would be too voluminous and fragmented for easy use.  The project team, therefore,  redirected development of the first phase Watershed Characterization and second phase Plan to creation of an interactive, computer program-based Watershed Characterization and Assessment.  The resulting PowerPoint-based Characterization is composed of over 1,400 pages, or slides, of data, maps, charts, and other graphics and information, with numerous one-click links to each other, as well as the greater informational database created using the ArcView computer program.  The Characterization is readily revisable, updatable, expandable, and distributable, and allows for efficient, directed searches through a great volume of information.  The Characterization can be obtained on computer CD from the Cumberland County Department of Planning for those with the PowerPoint program, or accessed on the Internet through this website.

 The Department of Environmental Protection has since redirected its watershed planning efforts to a more targeted, project-specific process based on the establishment of Total Maximum Daily Loads (TMDLs) for each waterway, and reliance on its regulatory programs to accomplish stated goals.  Upon adoption of TMDLs for each waterbody in WMA 17, the associated data and graphics can be added to the Characterization, and the Characterization can be readily revised to reflect new issues and strategies for watershed planning.

The Watershed Characterization and Assessment will serve as a living informational and management tool available to planners and decision-makers with responsibilities within WMA 17.
