Harry M. Perks, P.E.

Principal

 

Harry is the principal of Perks Reutter Associates.  He is currently serving as the owner’s representative for the $500 million proposed expansion of the Pennsylvania Convention Center.

Harry was responsible for the construction of the original Pennsylvania Convention Center, one of the largest public works projects ever undertaken in Philadelphia.  The total project cost was $523 million.  As Executive Director, he oversaw all aspects of the design, construction and start-up of the 1.3 million square foot facility.  

Harry served as consultant to the Regional Performing Arts Center board, and provided owner’s representative services during the planning, design, and construction of the Kimmel Performing Arts Center.

As Philadelphia Streets Commissioner, Harry headed the second largest department in the City, employing 3,500 persons and having an annual budget of $150 million. Harry oversaw the collection and disposal of trash; the design, construction, and maintenance of the City's highway and bridge infrastructure; and the City’s land surveying function.

Harry was the Deputy Superintendent of the School District of Philadelphia responsible for all non-educational programs; including finance, personnel, facilities, transportation, food service, procurement, and technology. During that time he planned and implemented a comprehensive, district-wide, $490 million capital program.

From 1976 to 1984, Harry was the President of Day and Zimmermann, Inc., an international engineering firm headquartered in Philadelphia. Harry was the 1995 Delaware Valley Engineer of the Year. He has a BSCE from The Citadel and a Master of Civil Engineering from Yale University.
